Driveway: A dumpster placed entirely on private property - a driveway, parking lot, or private yard - does not need the Right-of-Way Work Permit. The city's own Type A trigger list draws the line explicitly: 'Placing a Dumpster (not on private property).' Once any part of the container, or the truck's staging, sits in the street, alley, sidewalk, or parkway, the $100 Type A permit applies. Two related placement rules: Bryan Code § 102-23(d) states that items set out for city collection 'may not be set for collection on a public street, sidewalk, or right-of-way,' and § 102-23(b) requires brush/bulky piles to sit at least five feet from fixed objects, buildings, structures, and utility meters and not under tree branches or overhead wires - good practice for siting a roll-off on a driveway too. Bryan publishes no maximum number of days a dumpster may remain on private property; no such limit was found in Chapters 38, 102, or 106.
Street / right-of-way: YES. Placing a roll-off dumpster in the public right-of-way (street, alley, parkway, sidewalk) requires a City of Bryan Right-of-Way Work Permit, Type A (Special). Bryan Code § 106-170(a): 'It is unlawful for any person to do any work within a public right-of-way without first obtaining a right-of-way work permit from the city.' The city's own ROW permit page lists the Type A triggers verbatim as: 'Drop off or delivery of materials (more than one hour) / Placing cranes or High lifts in right-of-way / Placing dumpsters or POD's, etc. in right-of-way / Remodeling/Painting/Pressure Cleaning / Placing a Dumpster (not on private property) / Storing building materials / Tree Trimming / Other.'
